PERFORMANCE OF HUMAN POTENTIAL LINKED TO THE SYSTEM OF TERRITORIAL PROGRAMS AND PROJECTS IN HOLGUIN

Abstract

This contribution addresses the linking of the scientific-technological potential of the province of Holguín in the period 2020-2023 to the System of Programs and Projects, a fundamental component of the Science, Technology and Innovation System with national, sectoral or territorial scope. Is done with the objective of evaluating performance and contribution to economic, social and environmental development, and with the way in which an individual can add value. The results obtained show that there is not full correspondence between the scientific-technological potential and its participation in research, development and innovation programs and projects; the link between the academic, scientific and business sectors that influence the generation of new or improved goods services or processes is still insufficient. It is necessary to manage the performance of scientific-technological potential as a tool for achieving high performance and its contribution to economic, social and environmental development.
