The fourth industrial revolution is characterized by a fusion of technologies that transcends technological change and takes automation and digitization as basic principles. This work
proposes as a general objective, to reflect on the role of public administration in Latin America and the Caribbean in the context of the fourth industrial revolution and in particular to show
the role of the Cuban State in this direction. One of the conclusions of the study underscores the idea that in order to overcome the existing digital divide it will be essential to define and
implement public policies, led by the State, to establish training programs that generate new digital skills in public servants, to carry out the transformation of production and service
processes, invest to adopt advanced digital technologies, as well as establish regional
cooperation for the creation of integrated value chains.
