The public administration of local development in conditions updating the Cuban economic-social model

In accordance with the process of updating the Cuban economic and social model, the results of an investigation are presented where the foundations of public administration for local development are identified from the dimensions of social life, based on the general analysis of systematized practical experiences, that collect some of the singularities of the ventures in various parts of the country. In the referential theoretical analysis, methodological instruments are analyzed to intervene in the local development process that presents a fragmented or incomplete character, and those that have an integral conception do not achieve the necessary depth while they do not sufficiently develop the participatory character. The articulation and leadership performance of the local government is identified, aimed at achieving the strategic agreement of the different local actors, with a guiding character, as a transversal axis for all processes; complexity is accentuated, by incorporating actors linked to different forms of ownership and management with the imbrication of the most diverse types of activity. And it incorporates the analysis of a singular experience that takes place in the city of Holguín and that gathers in itself the synthesis of them.
