Abstract

Cuban universities have peculiarities in the process of selecting teachers. The fundamental sources of hiring are recent graduates assigned in preparation, part-time teachers, and other professionals from the territory. However, the tools used for the process are insufficient. The research used methods such as surveys, interviews, and document review, which allowed identifying insufficiencies in the teacher selection process at the University of Holguín. The main limitations were the lack of a procedure for the selection of teachers, limited use of the competency-based approach, limited recruitment actions, insufficient means of dissemination for calls, and limited application of directive techniques for selection. To improve the process, a procedure with a competency-based approach was proposed, which guide the organization to develop the selection of the most competent teachers to contribute to the university's strategy.
